DOJ Release: America’s Most Wanted Fugitive Arrested-Selling Sexual Abuse of Daughters

Members of the Savannah Office of the United States Marshals Service Southeast Regional Fugitive Task Force, the Port Wentworth Police Department and the Chatham County Sheriff’s Office in Port Wentworth, Georgia combined their efforts and arrested a female fugitive after a two year search.

After having been profiled on America’s most wanted in December, 2011 and shown several times since, a concerned citizen gave police information which led them to a Port Wentworth address, 202 Cantyre Street. Members of the U.S. Marshals Service, Port Wentworth Police Department and the Chatham County Sheriff’s office went to the address and arrested Jennifer Segrest, 38, without incident. She was placed in the Chatham County Jail where she will be held for extradition back to Cobb county under a warrant for her arrest has long been in effect.

According to the warrant, Segrest knowingly facilitated the repeated molestation of her two minor daughters, ages five and six to a pedophile in exchange for $30,000. After an investigation into these child abuse allegations the Cobb County Police Department charged Segrest with the underlying sex offenses. The story is morbid, but police case history gives information as to how these two little girls were abused. Others involved in the matter were the girls stepfather, Cesar Moran, David Ray, who was a private tutor in Marietta, Georgia, and worked out of his home with children, helping them prepare for scholastic tests, and the girls aunt, Rebecca Wiggins.

The dates in the police report are confusing, but apparently the crimes against the girls had been going on since at least 2004, and this seems to be the period which the press release refers to their ages as five and six. But it first seems to have come to the attention of police on August 27, 2008 when police answered a domestic disturbance call. Following is a blurb from the police record on Moran:

On August 27, 2008, police arrested Cesar Moran after he allegedly hit his eleven-year-old stepdaughter, Sophia. Before they hauled him off to jail, Sophia's younger sister told police she had something to say.

Eight-year-old Cynthia told the officer that her stepfather touches her. When asked where, she pointed to her chest and vagina and began to cry. When the officer asked her when this happened, she said that Moran would wake her up, and then she began to talk about specific incidents. Within a few minutes, the older sister joined the conversation, and she told the officer that Moran had been molesting her too. And there would be more shocking news. He was arrested and charged with simple battery and cruelty to children but police removed the children from the custody of the mother and step-father and continued to investigate the sexual abuse accusations. Moran posted bond and was set free, but after a few days, police determined that there was adequate evidence to arrest him on the sexual abuse charges.

Moran agreed to turn himself in but disappeared instead. He remains a fugitive until this day and he is suspected to live in one of the following areas: USA-Georgia, Mexico, Texas, Honduras or Guatemala.

Later the police questioned the girls again and learned much more. In 2004, the mother, Segrest, was jailed on felony theft charges and the young girls were placed in the custody of their aunt, Rebecca Wiggins. While in her custody, Wiggins reportedly took Sophia to the home of David Ray, the tutor mentioned above, where he molested her repeatedly. In a few months, their mother was released from prison and the children were placed back in her custody. However, she continued to take the girls to Rays home. She reportedly took Cynthia to him where he took porn photos and also sexually abused her. The police believe this went on for several years.

When the police began to learn of his activities and began to close in on him, he committed suicide. But from the investigation of him, the implication of the mother and the aunt became obvious.

After examining dozens of Western Union transactions, Detective Kenneth Adamczyk with Cobb County Police discovered that Wiggins received more than $9,000.00 and Segrest received more than $50,000, all from Ray. After the astounding discovery, arrest warrants were issued for Rebecca Wiggins and Jennifer Segrest. Wiggins was arrested a few weeks later in Corpus Christi, Texas. Segrest of course, took it on the lam and successfully remained free for some 2 years. The case now seems resolved with the exception of the stepfather, Cesar Moran.
