Fourteen year serial rapist at large: FBI seeks public’s assistance

In February 1997, the first attack by this serial rapist was committed in a Maryland suburb of Washington D.C. His first victim was a 25 year old woman who was walking home from work. He approached her on a bicycle and began a conversation with her, then pulled a gun and forced her into a wooded area where he raped her.
Since that date, the same man has attacked or attempted to attack 11 other victims. All were female, white, black and Hispanic. He generally approaches his victims on foot and threatens them with a gun or knife and asks for money, then after the attack is made, he takes no money. He has, at times, worn a black mask, or a hooded sweatshirt to conceal his face. DNA tests have proven that all of these attacks were by the same man. It is possible that he has attacked others who did not report the incident.

The most recent attack known to have been perpetrated by this man was on Halloween night 2009 in Woodbridge, Virginia where he raped two teenagers who were on their way home from trick-or-treating. All of his attacks have occurred in Maryland, Connecticut, Virginia and Rhode Island, earning himself the moniker of the “East Coast Rapist" ("East Coast Rapist" FBI photo release).
Even though his criminal acts as far as known are confined to the area described, it is not beyond reason to think that he may relocate since the law enforcement agencies are now heavily involved in finding him. A billboard campaign has been launched in the states where he has been active, to bring his composite sketches to the public awareness.
“These billboards give local police departments and the FBI an added edge to identify, locate, and apprehend the subject,” said Ronald Hosko, special agent in charge of the Criminal Division in our Washington Field Office. “The public is the most important tool law enforcement has for solving crimes like this.” (Help Us Catch the East Coast Rapist: FBI Story 02-28-2011)
